Inner and outer for example can be effectively stuck together using a spray foam. the foam takes moisture from the air to cure it and catalyze its expansion. Domestically it is often used in the attic. Here it can be applied to the underside of the slates / tiles. You must be careful however. Don’t think for example that insulating both the sloped part of a roof and the horizontal that you will make a super efficient space.
