They use Flash to create those kinds of animations, probably, and Flash is neither free nor particularly easy, but you may be able to find some tutorials online that will help you figure out how to do what you want.
I don't know of any free applications that have the range you require for this project. You may be able to get a free trial of Flash, but I honestly don't know since I got a full copy for school projects.
